The Wall Street Journal reports:
Rep. Dean Phillips of Minnesota is preparing to formally announce a long- shot Democratic primary challenge to President Biden, offering himself as a next-generation alternative to the 80-year-old president, according to people familiar with his plans.
The 54-year-old Phillips, after months of encouraging fellow Democrats to challenge Biden, has told people in his home state that he plans to announce his presidential campaign Friday in Concord, N.H., one of the people said. His visit is expected to come hours before the state’s primary ballot deadline.
A Phillips entry could be a distraction for Biden, who faces minor primary opposition from activist Marianne Williamson and has been preparing for a likely rematch with former President Donald Trump.

SPOTTED: The Dean Phillips for President bus is already on the road. Photo from my friend Amy Waller, who sells German wine, on the road in Ohio. Bus says “Make America Affordable Again” and uses his slogan “Everyone’s Invited!” Website isn’t live, but just registered 10/12. pic.twitter.com/cT44n4Eo0x
